What HilltopAds is
HilltopAds is an advertising network where advertisers buy traffic and publishers sell it, and its contact section names the company as Hilltop Ads Ltd. On the advertiser side, affiliates, media buyers, agencies and brands use it to pay for popunder, In-Page, video and banner traffic. It earns nothing for a creator directly. It is a cost line that has to come back as subscribers, sign-ups or sales on the destination.
The platform is self-serve, so an advertiser registers, funds the account and launches a campaign. The home page says an advertiser or publisher can be running within 5 minutes. A fully-managed option exists for people with no time to run campaigns, and the pages advertise dedicated account managers and real-time reporting. The interface is offered in many languages.
How buying works
The network sells several families of formats, and each one has its own page.
Popunder is listed first among the formats and is sold on a CPM basis. It opens behind the main browser window, so it reaches a visitor without interrupting the page, and the dating page says it suits reaching users at scale while keeping costs low and capturing leads and sign-ups. Several testimonials on the advertiser page come from people who use it for that kind of buying. One of them, signed by a marketer and influencer, says the author was among the first to use popunder from HilltopAds "for OF models", which is the plainest sign on the site that the traffic is bought for creator pages.
In-Page ads look like a push notification shown on the site, small messages with an image, bought by CPM or CPC. The image size is 192x192 for both desktop and mobile. The advertiser page describes this format as non-intrusive, with high click-through rates for VPN, dating and e-commerce offers.
Video VAST places an ad feed in a video player on a site, before the main video as pre-roll, with mid-roll and post-roll possible. The pages pitch it for brand awareness and for entertainment offers, and for sites such as movie and streaming pages. A video slider variant appears at the bottom right corner of a page and is not tied to a particular player.
Banners are GIF or static images placed among page content, CPC-based, in 300x250 and 300x100 sizes on desktop and mobile. The advertiser page pitches them for brand visibility and large impression volumes.
Targeting and optimization come with every format. The advertiser page lists filters by country, city, language, browser, well-known apps and interests, and the iGaming page adds OS, device, mobile carrier and keywords. The network says it segments traffic by user activity so campaigns can be aimed at high-activity users. An Auto Optimization tool adds unprofitable traffic sources to a blacklist automatically, and a guide on the blog recommends relying on it and on auto-rules once tracking and postback are set.
Beyond the formats there is a real-time bidding route. The RTB page describes a programmatic platform working over oRTB and XML, and it sets out the route in: write to the RTB team, fill in a verification form for the company, and let the team create the first campaign on the RTB platform. API tools are offered to advertisers for remote control of campaigns. The home page also says server-to-server postback conversion tracking is provided for both sides, and testimonials on the iGaming page mention integration with the Keitaro and Voluum trackers. The blog covers postback setup and a mobile subscription campaign run with the Binom tracker. A buyer who already tracks in a tracker therefore does not need to change tools to use the network.
The content side of the site is aimed at buyers and teaches them the verticals. One guide ranks CPA networks for dating offers and tells readers to weigh GEO coverage, minimum payout level, payment choices, community reputation and support level when picking one. Another explains PIN submits, the mobile subscription flow in which a user enters a phone number, receives a code by SMS and confirms the subscription, billed to the mobile balance or phone bill rather than a card. It advises matching traffic to the flow, because GEO, device and carrier directly affect conversion, and says popunders and push notifications often work well for these offers. There are also dedicated pages for dating and iGaming traffic, and a comparison article on alternatives to another ad network. These pages are marketing as much as guidance, and they sit next to testimonials selected by the site.
Money and rules
The durable facts first. Buying is prepaid and bid-based, on CPM or CPC depending on the format. The advertiser page says deposits can be made by Capitalist, USDT on TRC20 or ERC20, Bitcoin, wire transfer, Paxum, Wise, credit card or Union Pay, and that an advertiser can work as an individual or as a company using an invoice. Campaigns pass moderation before they run; a media buyer's testimonial calls it fast. Managers answer by email, Teams, Telegram or online chat, Monday to Friday in business hours.
In October 2026 the advertiser page states a minimum deposit of $100. No CPM or CPC rate card is published: prices depend on the format, the targeting and the bid, and an affiliate-network testimonial calls the bid prices competitive without quoting any.
On adult traffic the site is indirect. Its blog files guides and case studies under a vertical it calls non-mainstream, including a case study on popunder traffic for non-mainstream dating offers, and the dating guide notes that the dating vertical ranges from adult and casual sites to relationship sites. The site does not publish its creative rules for those campaigns, so what is accepted becomes clear at moderation or from the account manager.
The network also describes its own Ad Safety solutions, aimed at keeping ads from being hidden or blocked by ad blockers, and presents them as the reason advertisers receive all of a site's traffic. That is a delivery claim by the network, not a policy. Publishers, for their part, monetize sites and social traffic with the same formats.
Who it suits
HilltopAds suits an affiliate or media buyer who works with popunder and In-Page traffic, wants postback tracking and API access, and promotes the verticals the site names: dating, VPN, e-commerce and iGaming, plus mobile subscription offers. A buyer outside the card system gets real choice in how to fund the account, with crypto, Paxum and Capitalist next to wire and card. It can also suit an agency or marketer promoting creator pages who is comfortable running a small test, reading results in a tracker and dropping a source that does not convert. One testimonial describes that use, though it is a quote chosen by the network.
It is a weaker fit for a newcomer who needs to see a price list before registering, since none is shown, and for someone who wants to start below the stated minimum deposit. It also suits poorly anyone expecting guaranteed results: the case studies and testimonials are the network's own selection. A buyer planning explicit creative should settle what moderation accepts with the account manager before funding.
